New advisors bring deep expertise in public health, healthcare strategy, and managed care to strengthen Upside’s housing stability programs for Medicare, Medicaid, and D-SNP populations.
FORT LAUDERDALE, FL — Upside, a national leader in providing end-to-end housing stability programs to payers, today announced the addition of four advisors who will help shape the company’s health-driven housing solutions. Dr. Elissa Kozlov, Dr. Nirav R. Shah, John Gorman, and Chuck Hector each bring substantial experience in public health, healthcare strategy, and managed care — strengthening Upside’s mission to be the leading housing program provider for the healthcare industry serving Medicare, Medicaid, and D-SNP populations.
Dr. Elissa Kozlov, Ph.D. is an NIH-funded assistant professor in the Department of Health Behavior, Society, and Policy and the Director of the Population Aging Concentration at Rutgers School of Public Health. A dedicated advocate, educator, and researcher focused on improving healthcare outcomes for older adults and individuals with serious illnesses, Dr. Kozlov holds a doctoral degree in clinical aging and developmental psychology from Washington University in St. Louis and a Beeson K76 Career Development Award from the National Institute on Aging.
Dr. Nirav R. Shah, MD, MPH is a Senior Scholar at Stanford University’s School of Medicine and a Board-certified Internal Medicine specialist. A graduate of Harvard College and Yale School of Medicine, Dr. Shah holds advisory roles at the CDC, serves as a Senior Fellow of the Institute for Healthcare Improvement, and is an independent director of STERIS plc. He previously served as Chief Operating Officer of Kaiser Permanente in Southern California and Commissioner of the New York State Department of Health. His ongoing research at Stanford focuses on enhancing healthcare quality and safety while lowering costs.
John Gorman brings authoritative expertise in Medicare, Medicaid, and Affordable Care Act strategy developed through a career spanning governance and turnarounds of distressed health plans. Prior to founding Gorman Health Group, he served in significant roles at the Health Care Financing Administration’s (HCFA, now CMS) Office of Managed Care. His background in healthcare policy advocacy and government affairs makes him a critical resource for Upside’s housing initiatives.
Chuck Hector brings decades of experience in healthcare sales, implementation, and client success, having served as Chief Revenue Officer at in-home support company Papa and telehealth leader MDLIVE. His leadership roles at Circadian Health, IncentOne, and ComPsych have equipped him with deep expertise in health incentives and managed behavioral health.
The addition of these advisors reinforces Upside’s commitment to integrating housing and healthcare around the principle that housing is a foundation of health. Upside’s mission is to advance housing stability for the Medicare, Medicaid, and D-SNP populations — driving downstream impacts on member health and well-being at scale.
Upside is a nationally scalable housing stability platform purpose-built for healthcare. The company partners with health plans and employers to proactively identify and stabilize members and employees experiencing housing instability — connecting them to safe, supportive housing while reducing avoidable emergency care utilization and improving health outcomes. Upside’s model combines dedicated Care Guides — licensed social workers and housing specialists — with AI-supported housing orchestration to deliver measurable results at scale. The platform serves Medicaid, Medicare Advantage, D-SNP, commercial, and employer-sponsored populations across the full housing continuum, from crisis intervention to long-term tenancy support.
