Upside Names Jack Bevilacqua Vice President of Policy and Government Programs

The managed care and government programs veteran joins Upside to guide its work with Medicaid, Medicare, and government payers as the company scales.

FORT LAUDERDALE, FL — Upside, a nationally scalable housing stability platform purpose-built for healthcare, today announced that Jack Bevilacqua has joined the company as Vice President of Policy and Government Programs. Bevilacqua brings more than 20 years of healthcare experience, including a decade in managed care, government programs, compliance, and national vendor management. He will lead Upside’s policy strategy and its work with government payers as the company expands its housing stability services across Medicaid, Medicare Advantage, and D-SNP populations.

Bevilacqua joins at a moment when health plans and state programs are increasingly recognizing housing instability as a driver of avoidable cost and poor health outcomes. His background spans population health, clinical operations, quality, risk adjustment, and pharmacy — the areas where housing intersects most directly with how government programs measure and pay for care. That experience positions him to help Upside navigate the policy and regulatory landscape as it grows its partnerships with Medicaid MCOs and Medicare Advantage plans.

Before joining Upside, Bevilacqua served as Director of Strategic Sourcing and Category Management at Centene Corporation, where he was responsible for clinical, quality, risk adjustment, and pharmacy vendor contracting. Earlier, he spent more than five years at WellCare Health Plans in procurement and national vendor management roles, including leading a team that oversaw the performance of nearly 100 national ancillary vendors. He also previously built a compliance and risk program as a Compliance Officer for a national skilled nursing chain. He holds a Master of Science in Management from the University of South Florida and a Bachelor of Arts from Bridgewater State University.
